This guide covers two main pathways for long-term residency in Malaysia:
- Permanent Residency (PR / Pemastautin Tetap) — a full immigration status conferring almost all the rights of a citizen, except voting and holding certain public positions. Very hard to obtain.
- Malaysia My Second Home (MM2H) — a long-stay social visit pass (not permanent residency) for financially qualified foreigners who want to retire or semi-retire in Malaysia. Easier to obtain, but comes with significant financial conditions.
⚠ Important: Malaysia's PR approval rate is very low and highly inconsistent. Applications can take 5–10 years or be rejected without clear reasons. MM2H was relaunched in October 2021 with significantly stricter financial requirements than the original program. The old "easy MM2H" no longer exists.
Section 1: Permanent Residency (PR) Pathways
1A — PR via Marriage to a Malaysian Citizen
The most common route for foreigners. Requirements: married to a Malaysian citizen for at least 2 years, and must have held a Social Visit Pass or Long-Term Social Visit Pass (LTVP) for at least 2 continuous years.

Apply for a Long-Term Social Visit Pass (LTVP) first — also called Pas Lawatan Sosial Jangka Panjang. Valid for 5 years and renewable. You apply for this at the Immigration Department with your Malaysian spouse's support. This is the legal residency basis before PR.

Maintain valid LTVP status for 2+ years of marriage — do not let your pass lapse. Extended absences from Malaysia can jeopardise your application. Keep records of your time in-country.

Submit the PR application at the Immigration Department (Jabatan Imigresen Malaysia) — submit your completed forms, all supporting documents, and pay the processing fee. Applications are submitted in person at the Immigration Department headquarters or state offices.

Attend the interview at the National Registration Department (JPN) — you and your Malaysian spouse may be called for an interview to verify the authenticity of the marriage and your ties to Malaysia.

Wait for the outcome — typically 2–5 years. There is no official timeline. Follow up periodically at the Immigration counter. Some approvals arrive in under 2 years; others take a decade or are rejected without explanation.

If approved: collect your PR card (MyPR) — you will receive a pink IC (MyPR), which is your permanent residency identification card. You are then a permanent resident with near-citizen rights.
⚠ Critical warning for the marriage route: Getting married to a Malaysian does not automatically entitle you to PR. Malaysia has discretionary authority — many legitimate long-term married couples have been rejected or wait 10+ years. Apply the LTVP immediately after marriage and start the PR process as early as you are eligible.
1B — PR via Long-Term Residency (Non-Marriage Route)
There is no clearly published set of criteria for the non-marriage PR route. The Immigration Department exercises broad discretionary power. In practice, applicants who succeed generally have:
- 5+ continuous years on a valid Malaysian pass (employment pass, MM2H, dependant pass, etc.)
- Demonstrated ties to Malaysia — property ownership, active business, children enrolled in Malaysian schools
- Clean record — no criminal convictions, no immigration violations
- Contribution to Malaysia — tax-paying employment, investment in the country
- Good command of Bahasa Malaysia — not a formal requirement but helps significantly at interviews
Note: This route is highly unpredictable. Highly qualified applicants with Malaysian-born children and decades of residence are sometimes rejected with no reason given. There is no appeal mechanism to the public. Treat this as a hope, not a plan.
1C — PR via Talent Corp / Skilled Worker Route
Malaysia Talent Corp (TalentCorp) operates several programmes to attract senior professionals and returning Malaysians. These include the Returning Expert Programme (REP) and various global talent initiatives. Key features:
- Target applicants: Senior professionals, executives, and globally competitive talent in priority sectors (technology, finance, healthcare, engineering)
- Employer sponsorship typically required — the hiring company applies alongside the individual
- Fast-tracked process — outcome in months rather than years for eligible candidates

Documents Required for PR Application (General)
- Completed immigration application form — obtain from the Immigration Department
- Valid passport (all pages) — original and photocopies of every page
- Current valid Malaysian pass/visa — LTVP, Employment Pass, or other
- Marriage certificate (for spouse route) + Malaysian spouse's MyKad — certified copies
- Passport-sized photos — typically 4–6, white background
- Birth certificates of any Malaysian-born children
- Proof of residence in Malaysia — utility bills, tenancy agreements, or property ownership documents
- Criminal background check from country of origin — must be authenticated/apostilled
- Medical examination report — from an approved Malaysian clinic or hospital
- Proof of financial stability — bank statements, employment letter, or income documents
Section 2: Malaysia My Second Home (MM2H)
New MM2H (from October 2021): MM2H was suspended in August 2020 and relaunched in October 2021 under MOTAC (Ministry of Tourism, Arts and Culture) with drastically higher financial requirements. The programme is now aimed squarely at wealthy retirees and long-term residents with substantial overseas assets. The old program, where a modest fixed deposit was sufficient, no longer exists.

⚠ Property purchase is mandatory in the new MM2H. Unlike the old program where property ownership was optional, all three new MM2H categories require you to purchase property in Malaysia within 3 years of approval. The minimum property value depends on your category (see table above).
MM2H Application Steps

Choose your category — assess your offshore income, fixed deposit capacity, and liquid assets honestly. Most applicants will be looking at Silver or Classic tier.

Engage an approved MM2H agent — this is mandatory. MOTAC requires all applications to be submitted through registered MM2H agents. You cannot apply directly. Check the official MOTAC list of approved agents before paying anyone:

Section 3: Pro Tips & Common Mistakes
MM2H vs PR — Which Should You Pursue?
If you are married to a Malaysian citizen, pursue the PR route — it leads to permanent status and eventually citizenship eligibility. MM2H is designed for wealthy foreigners who have no direct Malaysian connection and want a long-stay arrangement, not an immigration pathway. Do not pursue MM2H as a shortcut to PR — it is not one.
MM2H Agents Are Mandatory (and Scams Exist)
MOTAC requires all MM2H applications to go through registered agents. Verify your agent against the official MOTAC approved-agent list at mm2h.gov.my before paying any fees. Scams involving unlicensed "MM2H consultants" are common — always verify first.
Old MM2H vs New MM2H
Existing holders who joined the original (pre-2021) MM2H programme are grandfathered on their original terms for the current pass duration. However, at renewal, they will be moved to the new programme terms — which carry substantially higher financial requirements. If you hold an old MM2H pass, plan ahead for renewal carefully.
LTVP First for Spouses — Don't Skip This Step
Do not attempt to apply for PR directly without first obtaining and holding a Long-Term Social Visit Pass (LTVP). The LTVP is the prerequisite. Apply for LTVP immediately after marriage registration, establish your residency record, then apply for PR after 2 years of LTVP holding.
Criminal Record = Automatic Rejection
Any criminal record — even minor offences from your country of origin — will typically result in automatic rejection of both PR and MM2H applications. Obtain your police clearance certificate early in the process. If there is a record, seek legal advice before applying.
Extended Absences on LTVP
If you leave Malaysia for more than 6 months while on a Long-Term Social Visit Pass, your pass may be cancelled by the Immigration Department. Always consult Immigration or an immigration lawyer before any extended absence. This is especially critical if your PR application is pending — it can restart the clock entirely.

What is the difference between MM2H and Permanent Residency?
PR (Pemastautin Tetap) is a formal immigration status — you receive a pink IC (MyPR) and have near-citizen rights including the right to work without a permit and a path to citizenship. MM2H is a social visit pass for wealthy foreigners: essentially a long-stay tourist visa with financial conditions attached. It does not grant immigration status, a MyKad, or a genuine pathway to citizenship.
Can MM2H holders work in Malaysia?
Only in very limited circumstances, with a special work endorsement from the Immigration Department. MM2H holders cannot take up regular employment freely. The programme is designed for those who are financially self-sufficient from overseas income (pension, investments, dividends) and do not need to work locally.
How long does a PR application take?
For the marriage route: 2–5 years in typical cases, though some take longer than 10 years. For the non-marriage route: similarly variable. Malaysia publishes no official processing timelines. Applications are assessed on a case-by-case basis with full ministerial discretion. There is no guaranteed outcome regardless of how strong your application is.
Is there an age limit for MM2H?
There is no minimum age requirement for the principal applicant, though the programme is principally designed for those aged 35 and above who are semi-retired or retired. Dependants under 34 can be included (spouse, unmarried children up to 34, and parents). Children over 21 who are enrolled in full-time education in Malaysia may also be included.
What happens if I leave Malaysia for more than 6 months while on a Long-Term Social Visit Pass?
Your LTVP is at risk of cancellation by the Immigration Department. Extended absences can also restart the residency clock for PR eligibility purposes. Always consult the Immigration Department or a licensed immigration lawyer before any extended trip abroad if you hold an LTVP and have a PR application in progress.
Can Malaysian PR holders become citizens?
Yes — in principle. After holding PR for 5 years and meeting additional conditions (proficiency in Bahasa Malaysia at a satisfactory level, demonstrated intention to permanently reside in Malaysia, good character), a PR holder can apply for citizenship. In practice, citizenship approvals for non-Malays are rare and the process is highly discretionary. Do not hold PR with citizenship as the assumed outcome.
